From January 2, 2023, the Law of the Republic of Belarus of July 18, 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” (as amended on June 28, 2022) comes into force with additions and amendments.

The Law of the Republic of Belarus dated July 18, 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” (as amended on June 28, 2022) establishes the submission of electronic appeals to state bodies and other state organizations and the receipt of responses (notifications) to them through < strong>the state unified (integrated) republican information system for recording and processing applications from citizens and legal entities (system for recording and processing applications).

User access to the system of registration and processing of requests is provided through a website in the global computer network Internet at https://addresses.bel -website).

In order to send an email, you need to read and agree to the following terms and conditions.

Electronic applications of citizens of the Republic of Belarus, foreign citizens and stateless persons located on the territory of the Republic of Belarus, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities are sent and considered by the Ministry of Education of the Republic of Belarus in accordance with the requirements Law of the Republic of Belarus dated July 18, 2011 "On Appeals of Citizens and Legal Entities".

In accordance with the Law of the Republic of Belarus dated July 18, 2011 "On Appeals of Citizens and Legal Entities", an electronic appeal is presented in Belarusian or Russian.

ELECTRONIC APPEAL MUST CONTAIN:

  • surname, first name, patronymic or initials of a citizen;
  • address of the place of residence (place of stay) of the citizen;
  • statement of the essence of the appeal;
  • Citizen's email address.

Electronic appeals received by the Ministry of Education of the Republic of Belarus are considered no later than fifteen days, and those requiring additional study and verification - no later than one month. Responses to electronic appeals are sent to the applicants' e-mail address indicated in the electronic appeal. Written responses to electronic appeals are given in cases established by the Law of the Republic of Belarus dated July 18, 2011 "On appeals of citizens and legal entities".

ELECTRONIC APPLICATIONS MAY BE LEFT WITHOUT CONSIDERATION ON THE ESSENCE IF THEY:

  • not written in Belarusian or Russian;
  • do not contain the last name, first name, patronymic, address of the place of residence (place of stay) of the citizen;
  • do not contain the full name of the legal entity and the address of its location, last name, first name, patronymic of the head or person duly authorized to sign appeals (for legal entities);
  • contain unreadable text;
  • contain obscene or offensive words or expressions;
  • are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation determining the order of the administrative process, legislation on administrative procedures, or in accordance with legislative acts, a different procedure for filing and considering such hits;
  • contain issues that are not within the competence of the Ministry of Education of the Republic of Belarus;
  • the deadline for filing a complaint was missed without a good reason;
  • A second appeal has been filed if it has already been considered on the merits and it does not contain new circumstances that are important for considering the appeal on the merits;
  • Correspondence with the applicant has been terminated.

The response of the Ministry of Education of the Republic of Belarus to the appeal or the decision to leave the appeal without consideration on the merits can be appealed in the manner prescribed by the Law of the Republic of Belarus of July 18, 2011 "On appeals of citizens and legal entities".
